In late 2017, ARM Consulting, LLC relocated to Leesburg Junction, a collaborative work space and event venue in downtown Leesburg within the County’s burgeoning HUBZone area, located at 215 Depot Court. The U.S. Small Business Administration's Historically Underutilized Business Zone (HUBZone) Program helps small businesses gain preferential access to federal procurement opportunities. ARM Consulting LLC, opened its doors in 2005 to provide human resources, technology, and healthcare consulting services to federal and private sector clients. Today’s landscape in these areas provides for a growing demand of ARM's extensive industry insight helps clients enhance business performance and gain market share in these areas.
Over half of ARM’s clients are federal government agencies and the move to a HUBZone positions ARM to pursue more opportunities with the federal government, due to the fact that the federal government aims to spend 3% of all federal prime contracting expenditures with small businesses that have HUBZone status. Many agencies, however, are not meeting their goals — and as a result, they’re actively searching for qualified firms to help them meet their targets. The Department of Defense (DoD), for example, is currently spending only 1.29% of its budget with HUBZone firms, well short of its goal. ARM Consulting is in the process of seeking HUBZone certification to expand its portfolio of business with the DoD and civilian agencies. ARM’s CEO Angela Mitchell stated “that there is a lot of work to do for our military and citizens. The importance of helping companies with back office human resources support, educating millions of individuals accessing the healthcare system, and leveraging technology with American intellect are huge and necessary tasks Small Businesses like ARM, are given these opportunities to partner alongside our government and private sector to provide key agile solutions and resources.” Mitchell also stated that it has been a goal of hers to work in Loudoun County as she and have family have resided in Ashburn for many years.
